H.Res. 999 — Providing for the consideration of the resolution (H. Res. 997) enabling the House of Representatives to be responsive to its membership.

This section directs the House, immediately upon its adoption and without intervention of any point of order, to proceed to consideration of H. Res. 997, a resolution enabling the House of Representatives to be responsive to its membership. The section (1) deems as adopted any amendment in the nature of a substitute submitted by the ranking minority member of the Committee on Rules and printed in the designated portion of the Congressional Record at least one day prior to consideration (with only the last such amendment adopted if multiple are submitted); (2) considers the resolution, as amended, as read; and (3) orders the previous question to its adoption after one hour of debate equally divided and controlled by the majority leader and minority leader or their designees, with no intervening motions or division of the question.
