This section revises the definition of “firearm silencer” and “firearm muffler” (18 U.S.C. § 921(a)(25)) to include only (A) any device intended to silence, muffle, or diminish the report of a portable firearm and attach to it directly or indirectly or (B) the outer tube or other single part serving as primary housing for internal sound-reduction components that attaches to a firearm. (Previously, the definition also included any combination of parts designed or intended for use in assembling or fabricating a silencer or muffler, and any part intended only for such use; thus, individual internal components such as baffles generally are no longer classified as silencers or mufflers absent qualification under the new criteria.)
