S. 1051 — Historic Greenwood District—Black Wall Street National Monument Establishment Act

This section defines key terms used in the Act: (1) Commission, meaning the Historic Greenwood District—Black Wall Street National Monument Advisory Commission established by section 5(a); (2) Map, meaning the map entitled “Greenwood Historic District—Black Wall Street National Monument, Proposed Boundary”, numbered 196/188,275, and dated August 2024; (3) National Monument, meaning the monument established by section 3(a); and (4) Secretary, meaning the Secretary of the Interior.

This section establishes the Historic Greenwood District—Black Wall Street National Monument in Oklahoma as a unit of the National Park System to preserve, protect, and interpret resources associated with the Historic Greenwood District (i.e., Black Wall Street, a thriving Black-owned business district), the 1921 Tulsa Race Massacre, and their roles in U.S. and Oklahoma history. Establishment occurs upon the Secretary of the Interior's determination that sufficient land or interests in land have been acquired to constitute a manageable park unit, followed by notice in the Federal Register within 30 days; boundaries are as depicted on a specified map available in National Park Service offices. The section authorizes the Secretary to acquire land within the monument boundaries by donation, purchase from willing sellers using donated or appropriated funds, or exchange; enter cooperative agreements with public or private entities for interpretive, educational, administrative, and technical assistance services (including marking historic resources); and clarifies that private property rights within or adjacent to the monument are unaffected.

This section requires the Secretary to administer the National Monument in accordance with this Act and laws generally applicable to units of the National Park System. It further directs the Secretary, not later than three years after funds are first made available to carry out this Act, to prepare a general management plan for the Monument in accordance with 54 U.S.C. §100502 (i.e., plans that address resource preservation, development intensities and costs, visitor carrying capacities, and potential boundary modifications) after consulting with the Commission.

This section establishes an 11-member Historic Greenwood District—Black Wall Street National Monument Advisory Commission to advise the Secretary on the monument's development and management, including visitor facilities and infrastructure. The Commission consists of (1) 7 descendants of individuals who lived or worked in Tulsa's Greenwood District in 1921, appointed after considering recommendations from interested parties; (2) 3 members with experience in historic preservation or the monument's purposes; and (3) 1 member appointed after considering recommendations from the Mayor of Tulsa. Members serve 5-year terms without compensation (with travel expenses reimbursed at federal employee rates), elect their own chair, adopt bylaws, meet at the call of the chair or a majority, require a majority quorum, are exempt from the Federal Advisory Committee Act, and terminate 10 years after the National Monument's establishment.
