S. 1052 — A bill to amend the John D. Dingell, Jr. Conservation, Management, and Recreation Act to reauthorize the National Volcano Early Warning and Monitoring System, and for other purposes.

This section reauthorizes the National Volcano Early Warning and Monitoring System—administered by the U.S. Geological Survey (USGS) to monitor, warn of, and protect against volcanic activity at U.S. observatories including those in Alaska, California, the Cascades, Hawaii, and Yellowstone—through FY2034 (from FY2024) and increases the annual authorization of appropriations to $75 million through FY2033 (from $55 million through FY2023). The section also (1) expands system modernization components under subsection (b)(2)(B) to explicitly include the comprehensive application of emerging technologies such as the Global Navigation Satellite System (from Global Positioning System), unoccupied aerial vehicles, infrasound arrays, visible and infrared cameras, and advanced digital telemetry networks, and requires maintaining or expanding related instrumentation and infrastructure; (2) revises the management plan under subsection (b)(3)(A) to clarify partnerships (including new or existing cooperative agreements), change "update" to "updates" in headings, and require plan updates submitted to specified congressional committees not less frequently than every five years; and (3) under subsection (b)(3), adds the Chief of the Forest Service to interagency coordination entities, establishes an implementation committee with representatives from state agencies, institutions of higher education, and volcano observatories to provide recommendations on requirements, steps, and performance standards, and directs the Secretary (in coordination with state emergency management partners) to identify public communication responsibilities to avoid confusion or duplication.
