This section requires the U.S. Postal Service, upon submitting a proposed change in the nature of postal services that generally affects service on a nationwide or substantially nationwide basis to the Postal Regulatory Commission for an advisory opinion, to post a notice of the change in affected storefront postal facilities on the submission date, with the notice remaining posted for not fewer than 30 days after the change takes effect. The notice must include (1) relevant details of the change, (2) associated implementation timelines, (3) anticipated impacts on nationwide postal services, (4) details of public meetings and comment opportunities, (5) contact information for public comment, and (6) other helpful resources as determined necessary by the Postal Service. (As background, changes under 39 U.S.C. §3661 previously required only submission to the Postal Regulatory Commission for a public hearing and advisory opinion.)
