S. 1074 — Agricultural Access to Substance Use Disorder Treatment and Mental Health Care Act of 2025

This section directs the Comptroller General of the United States to conduct a study on the accessibility of substance use disorder treatment and mental health care providers and services for farmers, ranchers, agricultural workers, and their family members, and to submit a report on the results to the Secretaries of Agriculture and Health and Human Services and specified congressional committees not later than two years after enactment. The study must examine (1) availability and accessibility of relevant providers and services in rural areas; (2) barriers faced by farmers and ranchers, including financial, geographic, and cultural barriers; (3) best practices and successful State and local programs for replication at the federal level (e.g., training professionals with agricultural expertise, expanding telehealth, and reducing stigma through outreach); (4) utilization of and best practices among grantees of the Farm and Ranch Stress Assistance Network under 7 U.S.C. 5936 (i.e., competitive grants to eligible entities for behavioral health counseling, helplines, training, support groups, and outreach to stressed farmers, ranchers, and agricultural workers, with $10 million authorized annually through FY2023); and (5) recommendations for improving accessibility and utilization.
