S. 1077 — District of Columbia Local Funds Act, 2025

This section appropriates funds from the District of Columbia General Fund for FY2025 programs and activities at the levels specified in the Fiscal Year 2025 Local Budget Act of 2024 (D.C. Law 25–218), as amended as of enactment. It limits total operating expenses to the lesser of the amounts estimated in that Act or total District revenues for FY2025 (with specified exceptions); permits increases from proceeds of one-time transactions expended for emergency or unanticipated operating or capital needs if approved by local law and in compliance with reserve requirements under the District of Columbia Home Rule Act; and directs the Chief Financial Officer to ensure compliance, including by apportioning FY2025 funds and prohibiting reprogramming of bond, note, or other capital project obligation proceeds for operating expenses.
