S. 1079 — Restoring Law and Order Act of 2025

This section establishes the Make America Safe Again Grant Program (new Part PP of Title I of the Omnibus Crime Control and Safe Streets Act of 1968) under which the Attorney General awards grants to eligible entities—defined as state, local government, or Indian tribe agencies authorized to prevent, detect, investigate, or prosecute criminal violations—for eight specified purposes: (1) hiring and retaining law enforcement officers, including bonuses; (2) targeting, combating, and prosecuting vehicle thefts, including carjackings; (3) preventing violent crime through stringent sentences for repeat offenders, including juveniles; (4) using bail and pretrial detention to keep dangerous offenders from communities; (5) acquiring resources to target drug and fentanyl crimes; (6) detaining and deporting illegal aliens who committed U.S. crimes; (7) eliminating investigatory backlogs and expediting criminal evidence processing; and (8) combating interstate child trafficking. The section requires grant applications, authorizes Attorney General regulations for implementation and audits, rescinds all unobligated balances available under section 10301(1)(A)(ii) of the Act titled “An Act to provide for reconciliation pursuant to title II of S. Con. Res. 14,” appropriates $500 million of those funds to the Attorney General for FY2026 (available through September 30, 2030), deposits the remainder in the Treasury, and redirects any amounts appropriated for diversity, equity, and inclusion initiatives under Executive Order 14035 to the program.
