S. 1088 — World War II Women's Memorial Location Act

This section states congressional findings that (1) more than 18 million women worked on the U.S. home front during World War II as pilots, engineers, mechanics, code breakers, and in other roles producing planes, tanks, munitions, and equipment; (2) section 702 of division DD of the Consolidated Appropriations Act, 2023 (Public Law 117-328; 40 U.S.C. 8903 note), authorized the World War II Women’s Memorial Foundation to establish a commemorative work on federal land in the District of Columbia and its environs to commemorate those women; and (3) locating the commemorative work on the National Mall would respectfully extend their legacy.

This section authorizes the commemorative work to commemorate the commitment and service of women who worked on the home front during World War II—previously authorized by section 702 of division DD of the Consolidated Appropriations Act, 2023 (Public Law 117-328)—to be located within Area I, as depicted on the map entitled “Commemorative Areas Washington, DC and Environs,” numbered 869/86501 B, and dated June 24, 2003, or the Reserve (as defined in 40 U.S.C. 8902(a)), notwithstanding 40 U.S.C. 8908. (Area I comprises the most prominent federal lands in Washington, DC, and environs; the Reserve comprises other designated areas outside Area I. Thus, this provision expands location options beyond the Reserve, which is the standard for most new commemorative works.)
