This section revises the Office of Rural Affairs in the Small Business Administration (SBA) as follows: (1) designates the office head as an Assistant Administrator, appointed by the SBA Administrator as a noncareer Senior Executive Service position (previously, a director appointed not later than 90 days after November 15, 1990); (2) makes minor wording changes to existing duties, including specifying information on SBA and other federal policies and programs assisting rural small business concerns and updating the tourism partner to the National Travel and Tourism Office of the Department of Commerce; (3) adds a duty for the office to host outreach events for rural small business concerns; (4) requires the Assistant Administrator to host regional outreach events and invite SBA district offices, resource partners, federal and state agencies, and others; (5) directs coordination with the Department of Agriculture (USDA) on outreach to promote agency programs and interagency working groups addressing rural capital access and investment (e.g., loan program overlaps, small business investment company coordination, disaster assistance, cooperatives), rural small business assistance (e.g., market overlaps, innovation, Native American support, technical assistance), and related issues; (6) requires SBA to notify congressional committees within seven days of any change to or new memorandum of understanding with USDA; and (7) requires an annual public report to congressional committees, beginning 180 days after enactment, detailing office operations (e.g., Assistant Administrator name, budget, staff), activities, outreach events, rural lending analysis, interagency efforts, and memorandum status.
