S. 1094 — Mass Timber Federal Buildings Act of 2025

This section establishes definitions for terms including innovative wood product (i.e., as defined in section 8641 of the Agriculture Improvement Act of 2018), mass timber, innovative wood product facility, public building (including military installations), restoration practices, and Secretary (of Defense). It directs the Administrator of General Services and Secretary of Defense, in contracting for the construction, alteration, acquisition, or lease of public buildings, to prioritize those using the maximum extent feasible of innovative wood products procured from U.S. innovative wood product facilities and harvested from U.S. forestlands from responsible sources (i.e., independently certified or from jurisdictions implementing best management practices, including Federal, State, and Tribal lands). In procuring such products, it further requires consideration of contracting options and preference for sourcing from restoration practices, forest management to protect against catastrophic wildfire, or underserved forest owners (including Tribal and small family forests), with documentation for verification. It also requires the Administrator, in consultation with the Secretary of Agriculture, to conduct a cradle-to-gate whole-building lifecycle assessment of the global warming potential of new public buildings using innovative wood products (per ISO standards 14044 and 14020) within 180 days of enactment and submit a report on the results to Congress and publicly within 180 days thereafter.
