S. 1098 — Opioid Overdose Data Collection Enhancement Act

This section states the purpose of the Act to expand adoption and implementation of, and provide interoperability for, data collection tools that track fatal and nonfatal overdoses and opioid overdose reversal medication administration in near real-time through a web-based, mobile-friendly software platform.

This section expands allowable uses under the Comprehensive Opioid Abuse Grant Program by adding to the list of treatment alternatives to incarceration a new overdose data collection program defined in new subsection (g). Such programs require states, units of local government, Indian tribes, or coalitions of law enforcement agencies to develop tools (e.g., mobile data mapping applications) to track locations of suspected fatal and nonfatal overdoses and administrations of opioid overdose reversal drugs by first responders (e.g., law enforcement officers, firefighters, emergency medical service technicians). Programs must support coordinated public safety, behavioral health, and public health responses; prioritize high-risk areas; ensure interoperability and data sharing with federal, state, local, tribal, and coalition tools; and include audits of existing resources submitted with grant applications (thus, coalitions of law enforcement agencies become eligible for grants solely for this purpose, subject to the same requirements as other grantees). The Attorney General must consult with agency heads maintaining overdose data tools, including the Director of the Office of National Drug Control Policy.
