This section requires the Director of the Federal Bureau of Investigation to provide criminal history record information to state licensing authorities, through agreements with state law enforcement agencies or state identification bureaus, for background checks of individuals seeking licenses or privileges under interstate occupational licensing compacts (i.e., agreements allowing multistate practice, such as the Nurse Licensure Compact). State licensing authorities must use such information solely for licensing decisions and may not share it with compact commissions, other state entities, licensing authorities, or the public, though they may disclose completion of the check and a binary satisfactory/unsatisfactory determination.
