S. 1113 — China Financial Threat Mitigation Act of 2025

This section directs the Secretary of the Treasury, in consultation with the Chairman of the Board of Governors of the Federal Reserve System, the Chairman of the Securities and Exchange Commission, the Chairman of the Commodity Futures Trading Commission, and the Secretary of State, to conduct a study and prepare a report on U.S. exposure to the financial sector of the People's Republic of China. The report must include (1) an assessment of the effects of significant risks in that financial sector on the United States and global financial systems; (2) a description of U.S. government policies to protect U.S. and global financial stability from those risks; (3) a description and evaluation of the transparency, completeness, and reliability of economic data from the People's Republic of China; and (4) recommendations for additional U.S. government actions, including through U.S. representatives at relevant international organizations, to strengthen international cooperation in monitoring and mitigating such risks and protecting U.S. interests. Not later than one year after enactment, the Secretary must transmit the report—which shall be unclassified but may contain a classified annex—to the Senate Committees on Banking, Housing, and Urban Affairs and Foreign Relations, the House Committees on Financial Services and Foreign Affairs, and appropriate U.S. representatives at relevant international organizations; the Secretary must also publish the unclassified portion on the Department of the Treasury website.
