This section establishes a program to be developed and carried out by the EPA Administrator not later than one year after enactment of this Act. The program (1) encourages, supports, and maintains participation of community water systems (i.e., public water systems that serve at least 15 service connections or 25 people year-round), treatment works (i.e., devices and systems for storage, treatment, recycling, and reclamation of municipal sewage or industrial wastes), and other entities in the Water Information Sharing and Analysis Center (WaterISAC, i.e., the water sector's information-sharing entity for threats and incidents); (2) offsets costs for community water systems and treatment works to maintain or initiate WaterISAC membership; (3) expands EPA coordination with WaterISAC on water sector threat data collection and analysis; and (4) enhances WaterISAC tools, resources, and materials for water sector monitoring and preparedness against malevolent acts or natural hazards. This section authorizes $10 million for each of FY2026 and 2027, to remain available until expended.
