S. 1119 — FRIDGE Act of 2025

This section states congressional findings that insufficient supply chain and cold chain infrastructure in developing countries limits U.S. food and agriculture exports, causes billions of tons and millions of dollars in annual losses, and requires dedicated resources to enable market expansion, reduce food loss and waste, and improve nutrition.

This section establishes a technical assistance program within the export promotion activities under section 203(c) of the Agricultural Trade Act of 1978 (7 U.S.C. 5623(c)). It directs the Secretary to enter into contracts or agreements with eligible trade organizations to provide needs assessments, training, and other assistance to enhance infrastructure—such as cold chain capacity and port improvements—in new and developing foreign markets, thereby preventing damage or loss of U.S. agricultural commodities. The section authorizes $1 million for each of FY2026 through FY2030, usable only for these activities, with unused amounts available for the broader program under subsection (c).
