This section prohibits the obligation or expenditure of U.S. government funds in the territory of Gaza until the President certifies to the Senate Committee on Foreign Relations and the House Committee on Foreign Affairs that such funds will not benefit (1) any member of Hamas, Palestinian Islamic Jihad, or other organization designated as a foreign terrorist organization under 8 U.S.C. 1189 or (2) any person or organization controlled or influenced by such groups. Separately, the section prohibits such funding through any United Nations entity or office unless the President certifies to the same committees that the entity or office is not encouraging or teaching anti-Israel or anti-Semitic ideas or propaganda.
