S. 1137 — Cellphone Jamming Reform Act of 2025

This section prohibits the Federal Communications Commission (FCC) from preventing a state or federal correctional facility from operating a jamming system (i.e., radio signal equipment and antennas designed to disrupt wireless communications into, from, or within the facility) to interfere with communications sent to or from contraband devices or by or to inmates. Operation of such a system is limited to the facility's housing areas and requires that (1) state facilities fully fund all costs; and (2) the facility consult local law enforcement and public safety officials prior to implementation and notify the Director of the Bureau of Prisons.
