S. 1150 — Increased TSP Access Act of 2025

This section revises technical assistance delivery for USDA conservation programs (i.e., programs such as EQIP and CSP active on agricultural, forestry, or related lands) by (1) adding a definition of "approved non-Federal certifying entity" as a non-Federal entity approved by the Secretary to certify third-party providers; (2) expanding the purpose statement to include "timely" assistance and "practice design and implementation"; (3) clarifying that non-Federal entities providing assistance may include private sector entities; and (4) overhauling third-party provider certification in subsection (e) to (A) allow certification by the Secretary, approved non-Federal entities (other than State agencies), or approved State agencies; (B) require a process for non-Federal certifying entity approvals within 180 days of enactment, with entity eligibility determinations based on scale, experience, expertise, and producer ties, and approvals within 40 business days of application; (C) mandate review and registry inclusion of certified providers within 10 business days of notification; (D) assign duties to approved entities for assessment, training, and continuing education; and (E) establish a streamlined certification process within 180 days for providers holding specialty certifications (e.g., certified crop advisor by the American Society of Agronomy or professional engineer). (Thus, the changes expand TSP capacity by decentralizing and accelerating certifications.) The section further updates regulatory promulgation timelines and expertise requirements to reference the "Increased TSP Access Act of 2025" (from the 2008 act) and requires a review of certification requirements within one year of enactment (and periodically thereafter).
