S. 1153 — No Dollars for Dictators Act of 2025

This section establishes a prohibition on U.S. votes at the International Monetary Fund (IMF) to allocate Special Drawing Rights (SDRs)—supplementary reserve assets issued by the IMF to supplement members' official reserves—to an IMF member country whose government (1) has committed genocide during the 10-year period ending on the date of the vote or (2) has been determined by the Secretary of State, as of enactment, to have repeatedly provided support for acts of international terrorism for purposes of section 620A of the Foreign Assistance Act of 1961 (22 U.S.C. 2371), specified export control and arms export control provisions, or any other provision of law, unless Congress authorizes the allocation by law.
