S. 1164 — Increasing Access to Dental Insurance Act

This section prohibits the Secretary from restricting qualified individuals from enrolling in a standalone dental plan (i.e., a plan under ACA sec. 1311(d)(2)(B)(ii) offering pediatric dental benefits) through a federally facilitated Exchange (i.e., one established by the Secretary under 42 U.S.C. 18041(c)) solely because the individual is not also enrolled in a qualified health plan offered through the Exchange. (Thus, such standalone dental plans must remain available independently in federally facilitated Marketplaces.)
