This section establishes a new grant program under the Omnibus Crime Control and Safe Streets Act of 1968 for states to hire armed law enforcement officers (termed school guardians) to provide full-time security at K-12 schools (as defined in the Elementary and Secondary Education Act of 1965), covering costs for pay, training, and equipment. The Attorney General allocates grants to electing states proportional to each state's share of total U.S. K-12 enrollment; state chief law enforcement agencies administer grants and award subgrants to local law enforcement agencies based on written agreements committing to at least one full-time officer per school, with states required to report annually to the Attorney General on subgrants awarded, officers hired, and schools covered. Unobligated funds must be returned to the Attorney General by fiscal year-end for reallocation; funding consists of an $80 billion transfer from unobligated Internal Revenue Service balances under P.L. 117-169, available until expended, with up to $8 billion available annually for grants in FY2025 through FY2034.
