This section establishes the Rental Vouchers for High Growth Population Areas program under the Section 8 tenant-based rental assistance program (i.e., Housing Choice Vouchers, which subsidize rents for low-income families to lease private market housing). The program authorizes $2 billion for FY2025, available until expended for renewals thereafter, for the Secretary to provide additional tenant-based assistance each year to eligible public housing agencies. Eligibility is limited to agencies serving one of the 25 U.S. areas with populations over 100,000 that experienced the highest population growth from 2012 to 2022; allocations are based equitably on local population, the extent existing vouchers fail to meet housing affordability needs, and historical shortfalls from voucher formula allocations not keeping pace with that growth.
