This section revises customs manifest requirements under the Tariff Act of 1930 (19 U.S.C. 1431) to explicitly require manifests for arriving aircraft (in addition to vessels and vehicles); expands public disclosure of manifest information to include each subheading of the Harmonized Tariff Schedule under which cargo is classified and the last country through which the cargo was transported (in addition to country of origin); and adds a definition of "aircraft" (i.e., a civil, military, or public contrivance invented, used, or designed to navigate, fly, or travel in the air). (Thus, these changes promote transparency of air cargo import data.) The amendments apply to arrivals 30 days after enactment.
