This section establishes in the Executive Office of the President the Office of Security Training and Counterintelligence, headed by a Director appointed by the President with Senate confirmation within 30 days of enactment; the Director must be a recognized security expert in cybersecurity, physical security, or counterintelligence and eligible for Top Secret and sensitive compartmented information clearances. The Office is staffed by career security and counterintelligence professionals detailed from federal agencies, including the Office of the Director of National Intelligence, and advises Executive Office of the President personnel on (1) security training through courses, curricula, and conferences; (2) counterintelligence and insider threat identification, assessment, deterrence, and mitigation; and (3) protection of classified and sensitive information, including use of unclassified messaging applications and coordination with the National Archives and Records Administration. This section further establishes the four-member Security Training and Counterintelligence Advisory Board, with one member appointed by each party leader in the Senate and House of Representatives; all members must be recognized security experts eligible for Top Secret and sensitive compartmented information clearances, serve two-year terms (renewable), elect a non-Executive Office of the President Chairperson, and submit annual reports to the congressional intelligence committees with recommendations to improve security training, counterintelligence and insider threat awareness, and protection of classified and sensitive information.
