S. 1268 — Safety Starts at the Top Act of 2025

This section revises the definition of an Organization Designation Authorization (ODA) holder—i.e., an entity delegated by the FAA Administrator under 49 U.S.C. 44702(d) to perform certain aircraft certification functions—to require that any such holder with at least $15 billion in annual gross revenue annually certify to the FAA that its board of directors includes (1) two representatives from labor organizations, including one representative from each organization representing the entity's employees directly involved in aircraft design and manufacturing, and (2) two representatives with proven experience in aerospace safety and demonstrable outcomes related to such experience. The section further directs the FAA Administrator to rescind, not later than 90 days after enactment, any ODA delegation to an entity that does not meet these requirements.
