S. 1271 — Save Our Small Farms Act of 2025

This section amends the Noninsured Crop Disaster Assistance Program (NAP)—which provides financial assistance to producers of noninsurable crops for losses due to drought, excessive moisture, or related conditions—(1) to revise program criteria for delivering assistance that best facilitates the use of those paperless processes, ensures the availability of those processes, expands crops listed on the national crop table with a local average market price, supports voluntary graduation to the Whole-Farm Revenue Protection (WFRP) plan, and establishes pilot projects for emerging needs and data collection to support Federal Crop Insurance Act policies; (2) to replace streamlined application process provisions with new requirements defining WFRP, establishing reduced acreage reporting and up to two annual reports for urban, small-scale, and direct-to-consumer producers, and creating a voluntary revenue-based on-ramp to WFRP with premium discounts of 25 percent in the first year (with certification of transition within three years), 50 percent in the second year (with certification of transition within two years), and 50 percent in the third year (with WFRP purchase within one year), while accepting IRS Schedule F for revenue history, sharing such history with the Federal Crop Insurance Corporation, and requiring regulations within 90 days of enactment of the Save Our Small Farms Act of 2025; (3) to allow producers of hand-harvested or rapidly deteriorating crops to submit loss evidence after the 120-hour post-loss period and to permit remote appraisals (e.g., photographs, drone footage) or appraisals by trained Farm Service Agency field staff when loss adjusters are unavailable within 72 hours; and (4) to increase the specified percentage in subsection (e)(3) to 100 percent (from 65 percent).
