This section establishes mandatory appropriations, available until expended and exempt from sequestration under 2 U.S.C. 905, for science and technology programs as follows: (1) National Science Foundation, $9.735 billion for FY2026 increasing annually to $18.279 billion for FY2035, with CPI adjustments for FY2036 and thereafter; (2) Department of Energy Office of Science, $8.854 billion for FY2026 increasing annually to $16.624 billion for FY2035, with CPI adjustments for FY2036 and thereafter; (3) Department of Defense science and technology programs (i.e., appropriations accounts supporting DoD research institutes, offices, and centers), $23.109 billion for FY2026 increasing annually to $43.392 billion for FY2035, with CPI adjustments for FY2036 and thereafter; (4) National Institute of Standards and Technology scientific and technical research and services, $1.244 billion for FY2026 increasing annually to $2.335 billion for FY2035, with CPI adjustments for FY2036 and thereafter; and (5) National Aeronautics and Space Administration Science Mission Directorate, $7.880 billion for FY2026 increasing annually to $14.796 billion for FY2035, with CPI adjustments for FY2036 and thereafter. (Thus, these programs receive long-term funding insulated from annual discretionary appropriations processes and sequestration reductions.)
