This section establishes mandatory appropriations and specified authorizations for grants under section 611 of the Individuals with Disabilities Education Act (IDEA) to states, outlying areas, freely associated states, and the Secretary of the Interior to provide special education and related services to children with disabilities aged 6 through 21 (excluding preschool grants under section 619). (Authorizations and mandatory appropriations are the greater of specified dollar amounts or percentages of the full formula amount—i.e., total children with disabilities receiving services [aged 3-5 in section 619-eligible states and 6-21] multiplied by the national average per-pupil expenditure in public elementary and secondary schools.) Mandatory appropriations increase from $6.425 billion or 4.5% for FY2026 (available July 1, 2026, through September 30, 2027) to $69.644 billion or 40% for FY2035 and subsequent years (available July 1 of the fiscal year through September 30 of the next year); authorizations increase from $16.662 billion or 11.6% for FY2026 to $69.644 billion or 40% for FY2035 and subsequent years.
