S. 1300 — Project Safe Neighborhoods Reauthorization Act of 2025

This section states congressional findings on the Project Safe Neighborhoods program, including that it was launched in 2001 as a nationwide initiative involving federal, state, local, and tribal law enforcement officials, prosecutors, community leaders, and other stakeholders to identify and address pressing community crime problems; operates in all 94 federal judicial districts across the 50 states and territories; and implements four key components to reduce violent crime: community engagement, prevention and intervention, focused and strategic enforcement, and accountability.

This section reauthorizes the Project Safe Neighborhoods Block Grant Program (i.e., competitive grants to state, local, and tribal governments to reduce firearms offenses and gun violence) through FY2030 (from FY2021); adds definitions of "crime analyst" (i.e., an individual employed by a law enforcement agency to analyze information and contribute to plans to mitigate criminal threats) and "law enforcement assistant" (i.e., an individual employed by a law enforcement or prosecuting agency to aid officers in investigative or administrative duties); and expands allowable uses of grant funds to include (1) hiring crime analysts to assist with violent crime reduction efforts, (2) overtime costs for law enforcement officers, prosecutors, and law enforcement assistants that assist with the program, and (3) purchasing, implementing, and using technology to assist with violent crime reduction efforts.

This section adds support for multi-jurisdictional task forces as an additional authorized purpose area under the Project Safe Neighborhoods Block Grant Program (34 U.S.C. 60703(b)). The program provides DOJ block grants to foster partnerships among federal, state, and local agencies—including U.S. Attorneys, community representatives, victims' advocates, and researchers—to develop strategic plans, evidence-based interventions, and data collection aimed at reducing violent crime, including gun and gang violence.

This section requires the Attorney General to submit an annual report to the Senate and House Judiciary Committees detailing, for each area operating under the Project Safe Neighborhoods Block Grant Program and for the preceding one-year period, (1) how funds were spent, (2) community outreach efforts performed, and (3) the number and description of violent crime offenses committed, including murder, non-negligent manslaughter, rape, robbery, and aggravated assault. (The Project Safe Neighborhoods Block Grant Program provides DOJ grants to state, local, and tribal jurisdictions to reduce gun violence through prosecution, prevention, and reentry strategies.)
