S. 1311 — Clear Communication for Veterans Claims Act of 2025

This section directs the Secretary of Veterans Affairs to seek, not later than 30 days after enactment, an agreement with a federally funded research and development center (FFRDC) for an assessment of notices sent to claimants (i.e., individuals applying for VA benefits, per 38 U.S.C. §5100). The assessment, developed in consultation with covered entities (i.e., VA, experts in VA laws, recognized veterans service organizations, and veterans and survivors advocates), must determine whether notices can feasibly be altered to reduce federal paper consumption and costs and recommend ways to make them clearer, better organized, and more concise. Not later than 90 days after receiving the assessment, the Secretary must submit it to the Senate and House Committees on Veterans’ Affairs and commence implementing compliant recommendations. The Secretary must complete implementation not later than one year after commencing it.
