S. 1313 — No Union Time on the Taxpayer's Dime Act

This section eliminates official time (i.e., paid release from regular duties) for all federal employee activities relating to the business of a labor organization, previously authorized under 5 U.S.C. 7131(a)-(d) for purposes such as collective bargaining negotiations, impasse proceedings, internal union business (with limits), and other matters agreed to be reasonable. All such activities must now be performed during non-duty status.
