This section establishes penalties for knowingly violating requirements under section 104(f) of the Foreign Assistance Act of 1961, which prohibits use of population assistance funds for abortion-related activities or involuntary sterilization (except in cases of rape, incest, or life endangerment of the mother). It (1) requires termination from federal employment, bars future federal employment, and imposes personal fiscal liability for restitution on violating federal employees; (2) bars grantees, subgrantees, contractors, or other recipients from receiving future federal funds; and (3) directs the Secretary of State to make unreviewable final determinations on violations and penalties (except by federal court and subject to Congressional Review Act procedures) and to report to Congress within 60 days on the violation, responsible parties, and prevention steps.
