This section amends the Weatherization Assistance Program (WAP)—under which the Department of Energy provides grants to states for weatherizing low-income households' homes to reduce energy costs, improve energy efficiency, and address health and safety issues—as follows: (1) establishes the Weatherization Readiness Fund to distribute grants to states for repairs remediating structural defects or hazards in low-income dwelling units that prevent weatherization, and authorizes $30 million for each of FY2026 through 2030; and (2) increases the maximum average total cost per fully weatherized dwelling unit to $15,000 (from $6,500), increases a specified cost limit to $6,000 (from $3,000), limits the average cost calculation to fully weatherized units (previously including partially weatherized units), authorizes the Secretary to exceed the per-unit limit if market conditions require, and makes conforming amendments and cross-reference updates.
