S. 1343 — Advancing Quantum Manufacturing Act of 2025

This section directs the Director of the National Quantum Coordination Office to appoint a staff member to serve as a liaison between the Department of Energy and the National Science Foundation to coordinate their activities under the National Quantum Initiative Program and avoid unnecessary duplication (redesignating the office's prior funding provision as subsection (d)). It is the sense of Congress that DOE and NSF activities under the program include, to the extent practicable, all quantum information science technologies as well as critical quantum-enabling technologies (e.g., gate-based and annealing-based quantum computing; qubit technologies based on topological materials, photons, trapped ions, neutral atoms, silicon, or superconducting devices; single photon sources, lasers, cryogenic technologies).

This section directs the Secretary of Commerce, acting through the Director of the National Institute of Standards and Technology and in consultation with the Secretary of Energy, to (1) determine the manufacturing capabilities necessary to produce reliable quantum components and systems at scale and gaps in access to such capabilities; and (2) establish, or award financial assistance under section 34(e)(1) of the National Institute of Standards and Technology Act (15 U.S.C. 278s(e)(1)) to plan, establish, or support, a Manufacturing USA institute. (Manufacturing USA institutes are public-private partnerships within the Manufacturing USA Network that accelerate the development and commercialization of advanced manufacturing technologies.) The institute must provide an end-to-end manufacturing ecosystem for quantum computing, quantum sensing, and quantum communication that includes capabilities to design, fabricate, and test materials, devices, structures, and processes for quantum technologies; access to research- and commercial-scale prototyping; support for a resilient quantum supply chain emphasizing supply from U.S. allies and increased domestic production of national security- and economic competitiveness-critical goods; and development of an advanced manufacturing and quantum engineering workforce.

This section directs two studies on the National Quantum Initiative Program, which supports U.S. leadership in quantum information science and technology research, including expanding the workforce pipeline, addressing knowledge gaps, and promoting quantum-based technologies, standards, and interagency coordination (15 U.S.C. 8802). (1) It requires the Director of the Office of Science and Technology Policy to seek an agreement with the National Academies of Sciences, Engineering, and Medicine for an independent study assessing the program's progress toward its statutory purposes and goals, including sensing, communications, computing, and workforce development for near-term quantum applications. (2) Not later than 180 days after enactment, it requires the consortium convened by the National Institute of Standards and Technology Director to study impediments to collaboration between Multidisciplinary Centers for Quantum Research and Education, National Quantum Information Science Research Centers, industry, and academia; develop legislative recommendations to mitigate such impediments; and submit a report to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Science, Space, and Technology that includes an overview of current research under the program, a breakdown of funding for near-term quantum applications by technology (computing, sensing, communication, and networking), and identification of potential research risks.
