S. 1346 — Defense Quantum Acceleration Act of 2025

This section establishes in the Department of Defense (DoD) a set of joint quantum information science defense transition activities to accelerate adoption of quantum information science technologies for operational use. The Secretary of Defense must designate a Principal Quantum Advisor within 180 days of enactment to coordinate these activities, including (1) identifying quantum technologies and use cases advancing DoD priorities in areas such as quantum sensing (e.g., precision navigation, undersea detection), quantum computing (e.g., annealing, machine learning), quantum communications, and hybrid quantum-classical systems; (2) evaluating technology and manufacturing readiness levels across DoD, other federal agencies, Five Eyes countries, academia, and industry; (3) prototyping solutions at readiness level 5 or higher at scale in operationally relevant environments by the end of FY2025; and (4) submitting to Congress five-year funding plans using specified research, development, test, and evaluation budget activities for solutions at readiness level 4 or lower. The Principal Quantum Advisor must coordinate with the Armed Forces and combatant commands to align transitions with future-years defense programs and program objective memoranda.
