S. 1361 — Every State Counts for Veterans Mental Health Act

This section establishes an additional priority for Department of Veterans Affairs (VA) suicide prevention grant awards under the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 to eligible entities in states without prior grants. Specifically, it (1) requires the VA Secretary to prioritize consideration of applications from states in which an entity has applied but not received a grant; and (2) directs the Secretary to provide a scoring preference to all eligible entities in states with no prior awards until at least one grant is awarded in that state.
