S. 1377 — Theodore Roosevelt National Park Wild Horses Protection Act

This section establishes requirements for maintenance of horses in the South Unit of Theodore Roosevelt National Park, as follows: (1) requires the Secretary of the Interior to maintain a genetically diverse herd of not fewer than 150 horses; (2) directs the Secretary to develop, not later than 120 days after enactment, a cost-effective management plan that ensures no adverse impact to park natural resources; (3) prohibits the Secretary from removing or permitting removal of horses from federal land in the park unless as part of maintaining a genetically diverse herd or except in cases of emergency or to protect public health and safety; and (4) requires the Secretary to annually monitor, assess, and publicly report findings on the horses' population, structure, and health.
