This section establishes a Title X Clinic Fund, administered by the Office of the Secretary of the Department of Health and Human Services, to expand family planning services at Title X clinics (i.e., clinics funded under Title X of the Public Health Service Act to provide voluntary family planning to individuals regardless of ability to pay). For each of FY2026 through FY2035, it appropriates $512 million for Title X grants and contracts and $50 million for clinic infrastructure (i.e., construction, renovation, and equipment), with funds remaining available until expended. It (1) prohibits recipients from excluding entities from Title X subawards except for inability to provide services and (2) requires nondirective pregnancy counseling for patients with positive pregnancy tests, offering neutral, factual information and counseling (including referrals upon request) on prenatal care and delivery, infant care, foster care, and adoption, and pregnancy termination—except for options in which the patient indicates no interest.
