This section directs the NASA Administrator to transfer the Discovery space shuttle from the Smithsonian Institution's Steven F. Udvar-Hazy Center near Washington, DC, to NASA's Johnson Space Center (JSC) in Houston, Texas, not later than 18 months after enactment of this Act. It requires the NASA Administrator and Smithsonian Institution to jointly develop and submit to Congress, within 90 days of enactment, a transfer plan that includes an estimated timeline and cost estimate. Not later than one year after the physical transfer, the Smithsonian must transfer title to NASA, after which the Administrator must transfer title to a nonprofit entity designated by the Administrator on condition that the entity maintain the shuttle on public exhibition within five miles of JSC to advance science, technology, engineering, and mathematics (STEM) learning. Upon physical transfer, NASA must place the shuttle on public exhibition within five miles of JSC, with JSC responsible for oversight until nonprofit transfer. This section authorizes appropriations of such sums as necessary to carry out these requirements, in addition to other authorized amounts and potentially as supplemental funding requested by the President.
