S. 1409 — Public Safety Officer Concussion and Traumatic Brain Injury Health Act of 2025

This section establishes requirements for the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to collect and make publicly available information on concussion and traumatic brain injury among public safety officers (as defined in section 1204 of the Omnibus Crime Control and Safe Streets Act of 1968, i.e., firefighters, law enforcement officers, and certain other first responders). The information must include research on evidence-based practices and personal protective equipment recommendations, as well as medical information on diagnosis, identification and treatment protocols, and incidence reduction measures. For dissemination, the Secretary must update the CDC traumatic brain injury website and develop other means to reach medical and public health professionals, public safety employers and employee representatives, mental health professionals, patients and families, and institutions of higher education and researchers—after consulting those groups on content needs—and may use arrangements with nonprofits, labor organizations, governmental entities, and media. The Secretary may also support public and private efforts to develop model guidelines, protocols, and evidence-based practices through grants, contracts, or cooperative agreements.
