S. 1415 — Housing Unhoused Disabled Veterans Act

This section excludes disability benefits received by veterans under chapter 11 (service-connected compensation) or chapter 15 (non-service-connected pensions) of title 38, U.S. Code, from income for (1) determining eligibility for the supported housing program under section 8(o)(19) of the U.S. Housing Act of 1937 (i.e., HUD-VASH tenant-based rental assistance with VA case management for homeless veterans) and (2) determining eligibility for other housing assistance for households receiving rental assistance under that program. (These exclusions do not apply to adjusted income used for rent calculations.)

This section requires the Secretary of Housing and Urban Development, when determining a veteran's eligibility to rent a residential dwelling unit constructed on or after enactment on Department property (as defined in 38 U.S.C. 901, i.e., VA land and buildings not under General Services Administration control) for which assistance is provided under a HUD-administered housing assistance program, to exclude from income any disability benefits received by the veteran under 38 U.S.C. chapters 11 (service-connected compensation) or 15 (non-service-connected pension).
