S. 1430 — Interactive Federal Review Act

This section directs the Secretary of Transportation to encourage the use of interactive, digital, cloud-based platforms and high-fidelity, three-dimensional digital models of infrastructure (such as digital twins) for National Environmental Policy Act (NEPA) environmental reviews and community engagement in federally funded highway projects by (1) publishing technology-neutral best practices guidance within 90 days of enactment; (2) selecting at least 10 covered projects—defined as highway projects funded by the Infrastructure for Rebuilding America (INFRA), Mega, or RAISE (including former BUILD) grant programs—to demonstrate such use; and (3) giving priority, notwithstanding other law, to grant applications under those programs that include plans for these tools. The section further requires the Secretary to submit to specified congressional committees (a) within 180 days of enactment, a report on the efficacy of these tools including efficiency metrics, community engagement measures, and digital workflow examples; and (b) within one year of enactment, at least five examples of NEPA documents (environmental impact statements, assessments, or categorical exclusions) developed using these tools, which must also be published on the Department of Transportation website. A savings provision clarifies that the section does not affect State-assumed authorities under the surface transportation project delivery program (23 U.S.C. 327).
