S. 1433 — Northwest Straits Marine Conservation Initiative Reauthorization Act of 2025

This section amends the Northwest Straits Marine Conservation Initiative Act to (1) make a technical correction in section 402; and (2) replace sections 403 through 405 with new provisions that (a) update congressional findings to emphasize climate change threats (i.e., sea level rise and ocean acidification) and partnerships with the National Oceanic and Atmospheric Administration (NOAA); (b) define key terms, including "Tribal government" as those on the most recent list published pursuant to the Federally Recognized Indian Tribe List Act of 1994 (25 U.S.C. 5131); and (c) revise the Northwest Straits Advisory Commission's membership to 14 appointed members (from specified county marine resources committees, two representing Tribal governments appointed by the Secretary of the Interior, one from the Puget Sound Partnership, and four nongovernmental Washington state residents appointed by the Governor), allow additional members as needed, require quarterly meetings, and direct NOAA to appoint a liaison. (As background, the commission coordinates local efforts to protect and restore the Northwest Straits marine ecosystem in Washington's Puget Sound region.)
