S. 145 — Dismantle Iran’s Proxy Act of 2025

This section directs the President, not later than 30 days after enactment, to (1) designate Ansarallah (i.e., the Houthi movement or any other alias) as a foreign terrorist organization (FTO) pursuant to section 219 of the Immigration and Nationality Act (8 U.S.C. 1189); and (2) impose sanctions pursuant to Executive Order No. 13224 on Ansarallah and any foreign person determined to be its official, agent, or affiliate. Not later than 30 days after those actions, the President must submit to the appropriate congressional committees (i.e., Senate Foreign Relations Committee and House Foreign Affairs Committee) a determination as to whether Abdul Malik al-Houthi, Abd al-Khaliq Badr al-Din al-Houthi, or Abdullah Yahya al-Hakim qualify as such. This section further directs the President, not later than 180 days after enactment, to submit to the appropriate congressional committees a strategy to (1) restore freedom of navigation in the Bab al-Mandeb Strait, Red Sea, and adjacent waterways; and (2) degrade Ansarallah's offensive capabilities, including command and control, key leaders, intelligence sources, lethal aid, training, and materiel support. Not later than 180 days after enactment, the Secretary of State, in consultation with the USAID Administrator, must submit to the appropriate congressional committees a report identifying obstacles created by Ansarallah to humanitarian aid delivery in Yemen areas under its de facto control, including bureaucratic restrictions, aid interference or diversion, violence against aid workers, and U.S. and partner responses. This section provides definitions for terms used, including "Ansarallah," "appropriate congressional committees," "foreign person," "person," and "United States person."
