This section reauthorizes the Department of Housing and Urban Development (HUD) pilot program authorizing grants to states for acquisition, rehabilitation, or construction of temporary housing for individuals recovering from substance use disorders through FY2030 (from FY2023) and establishes minimum annual funding of $50 million (previously such sums as necessary without a floor). (As background: Enacted under the SUPPORT for Patients and Communities Act, the program supports states in addressing housing instability among those in recovery, including through community development block grant-eligible activities.) The section also (1) updates statutory references to the date of enactment of the Safe and Secure Housing for Opioid Recovery and Enduring Stability Act of 2025; (2) revises eligibility metrics in grant allocation formulas to the five most recent calendar years (from calendar years 2013 through 2017); (3) requires states to obligate all grant funds within five years (from at least 30% within one year) and permits up to 1% of funds for furniture purchases; (4) directs HUD to monitor grants via its Integrated Disbursement and Information System database; (5) encourages states to prioritize grantees providing technical assistance, workforce development and financial literacy training, post-residency follow-up, facility accreditation, and additional funding leverage; and (6) requires HUD to submit annual reports to Congress on fund uses, project outcomes, resident statistics (e.g., housing duration, demographics, recovery rates), best practices, and interagency coordination with the Departments of Health and Human Services and Agriculture.
