§3.Advisory Council to Support Victims of Gun Violence
This section establishes an Advisory Council to Support Victims of Gun Violence, with the Department of Health and Human Services (HHS) as the lead agency and membership consisting of specified federal agency heads or designees (i.e., Secretaries of HHS, Justice, Education, Housing and Urban Development, and Veterans Affairs; Commissioner of Social Security; Assistant Secretary for Mental Health and Substance Use; Directors of CDC, NIH, Office on Violence Against Women, Office for Victims of Crime, and Administration for Community Living; Chairman of the Legal Services Corporation; and other relevant agency heads), plus 2-5 victims of gun violence and 2-5 victim assistance professionals appointed by the HHS Secretary.
The council must (1) assess victims' needs via surveys, review program effectiveness and best practices, and evaluate post-mass shooting compensation funds; (2) identify, promote, and disseminate information, resources, best practices, and contact details for victims' medical, financial, educational, housing, legal, mental health, and benefit needs via a public website and hard copies to Congress, Social Security Administration field offices, and state health, education, and attorney general offices; (3) submit an initial report within 180 days of enactment—covering best practices, gaps, and needed legislation—to congressional committees, state agencies, and attorneys general, with public online access; and (4) submit a follow-up report two years later to the same entities, with public online access.
The council must also establish a public input process, including outreach to states, localities, and communities disproportionately affected by gun violence.
