S. 147 — Cleaner Air Spaces Act of 2025

This section authorizes the EPA Administrator to award grants to air pollution control agencies (including at least one to a Tribal agency), not to exceed $3 million per grant, to implement cleaner air space programs that mitigate wildland fire smoke exposure for covered households (i.e., low-income households including vulnerable individuals at high risk due to health conditions, disabilities, or age). Grant recipients must (1) partner with a community-based organization; (2) establish at least one clean air center (i.e., one or more clean air rooms in a publicly accessible building designed to minimize harmful air pollutants during smoke events), located in at-risk areas, accessible to covered households, and staffed during such events; (3) advertise clean air center availability and the program (including free eligible air filtration units); (4) distribute at no cost to covered households at least 1,000 eligible air filtration units (i.e., those certified by the Association of Home Appliance Manufacturers with a Clean Air Delivery Rate of at least 97 for smoke, under the Energy Star program, ozone-free, and using true HEPA filters rated to remove 99.97% of 0.3-micrometer particles) plus one filter replacement per unit; (5) distribute related educational materials; (6) collect and report distribution data to EPA; and (7) conduct anonymous surveys of recipients six months after distribution on unit setup and use. (Thus, the program supports creation of clean air rooms in homes and public spaces for vulnerable low-income populations during increasing wildland fire smoke events.)
