S. 1501 — SAFE Act of 2025

This section authorizes the Secretary of Agriculture, acting through the Administrator of the Animal and Plant Health Inspection Service (APHIS), the Under Secretary of Agriculture for Trade and Foreign Agricultural Affairs, and the Administrator of the Food Safety and Inspection Service, in consultation with the United States Trade Representative, to negotiate regionalization (i.e., trade from disease-free regions), zoning, compartmentalization (i.e., biosecure production units), and other agreements with governments of countries importing U.S. livestock or animal products to reduce the trade impacts of known animal disease outbreaks of trade significance, taking into account global research advances. It includes a rule of construction clarifying that the authority neither limits the United States Trade Representative's ability to negotiate trade agreements nor requires conditioning such agreements on these animal disease matters.
