S. 1528 — CHILD Act of 2025

This section expands the definition of covered individual under the National Child Protection Act of 1993—authorizing qualified entities (i.e., child care providers, schools, and similar organizations serving children or vulnerable populations) to obtain FBI criminal history background checks—to include (1) contractors and prospective contractors with qualified entities; (2) individuals employed by or volunteering, or seeking such employment or volunteer service, with an entity under contract with a qualified entity; and (3) individuals licensed or certified, or seeking such licensure or certification, by a qualified entity. (Thus, the expansion subjects additional individuals interacting indirectly with qualified entities to required background checks.)
